Resource packs are files that can contain textures and sounds that change default mod assets. Description: This Resource pack aims to bring the LotR mod to a higher level of detail, by increasing the resolution of and expanding on all vanilla and LotR mod blocks, though it will eventually include textures for items and mobs. I opened up Minecraft and in the bottom left hand corner it said that I had two mods. I opened up the mods page, but it didn't have Lord of the Rings mod in it. Your problem could be that you are not using the right mods directory. Also please ensure that you downloaded forge from here.

This is because you only have 2 mods loaded, when you should have 3. To install the mod, click options, and then resourcepacks. Press the Open Folder button and go up to the parent directory.
