Ie7 will not open after vista upgrade
The True Vector service was still in services. In addition there was a "network monitoring device" in Hardware Device Manager.
It took some careful work with a special third party tool to delete the True Vector service registry entry despite the broken security permissions, and disable the "network monitoring device" via Device Manager, to "fix" Internet Explorer.

Please keep this fact in mind when deciding whether you will install the QFE fix for the shrink to fit issue. I don't want to install the Hotfix but need to fix the shrink to fit problem. What can I do until the fix hits general release?
Now, I'm not sure I can explain this properly, but my understanding of what is often happening is that very long headers or footers, if incorrectly formatted, will not "wrap" properly, and IE's shrink to fit engine will try to shrink the resulting long, unbreakable, string of text enough to allow it to fit on to the page.
A point of interest is that such a failure of text to wrap to the page properly has been around for a long time; for example, newsgroup postings made using Outlook Express and Mime Quoted Printable formatting are notorious for failing to wrap properly in non-MS news readers. I also see an occasional problem with emails when using my Webmail client MailExpress.
If you are having problems with emails that are being received, forward them to youself deleting any header or signature and then print. Yeah ie8 broke it good On my vista system after the uninstallation I am unable to open internet options either from the tools menu inside IE or via the control panel.
The control panel does show the icon for internet options but without text underneath it. Tried already: reinstall ie8 and uninstall use the microsoft fix it utility. All downloaded and installed except one for IE. Tried various things, including manual install, but to no avail until I ran chkdsk. This identified and checked a couple of disc errors, unfortunately I cannot remember the details.
I rebooted and the final update installed ok. My router is BT HomeHub 2 with ethernet connection. I am connected to the internet as updates are working, just cannot open web pages. Tried in Safe Mode with networking and pages open without any problem. I also have a laptop connected wirelessly to the BT Hub and have no problem with it. Have tried resetting the hub and clearing the IE history. Also tried Network Diagnostics on Internet Connections.
After about 2 seconds got an error message with code 0x I have to say it is really disappointing that this problem has been around for such a long time without a clear-cut solution and that it is now present on Win7. Office Office Exchange Server.

I went to the techies at my school, and they said there were several cases, with the exact same problem as that which had came in yesterday.
Mine started as a slow decline though, first firefox updated and stopped working, then anything i installed that needed internet access new browser, games etc. Now no browesers would work. My solution? Probably the worst possible solution, but it updated when i plugged in the internet and everything still works fine.
Hi, had the exact problem as well. I checked everything and nothing worked, including two hours on the phone with technical support. Eventually I deleted my recent updates and Internet Explorer started to work again. You can also restore your system to a past point. Do not allow automatic updates. Hope this helps. Same problem with my xp system happened, and I tried most of the things mentioned such as deleting the updates that came in on the 9th, but I also cannot open outlook express, and when I try to do the system restore, I get the same message that an error has occured and microsoft needs to shut down and do I want to send an error report.
